Phase I of the Regional Prosperity Initiative was commissioned by the Northeast Ohio Mayors & City Managers Association in the spring of 2006. Phase I, known then as the Regional Economic Revenue Study, was guided by a 34-member advisory committee from leaders representing all 16 counties in Northeast Ohio.
