This initiative is not:
- An attempt to consolidate, replace, or eliminate local, independent governments.
- Addressing community-specific or isolated issues. It represents a regional approach to regional issues.
- Promoting new taxes, which some regional models across the country used to generate revenue.
Further, the new growth tax base sharing envisioned for Northeast Ohio does not touch existing tax bases. Communities and municipalities would continue to collect all revenues they currently receive. Only a portion of new growth in a community's tax base would be used in the tax base sharing program.
